This stage of a Learning Strategy addresses of three elements: understanding the goals; understanding the environment; and formulating the objectives.
Understand the Goals
Why are we doing this? Where are we heading?
Goals provide the bedrock of our reason for doing. They provide the ultimate answer to the question "Why?" Without understanding the goals of an organisation or a project, a learning strategy has no anchor.
Understand the Environment
What is the organisation's business? What has impacted the organisation recently? What circumstances has brought about the need for change? What is the organisational structure? How many different office locations are there? What is the organisatrion's receptiveness to change?
In the context of all this, what is the problem we're trying to solve?
The organisation's environment has a significant impact on the ultimate solution and the ultimate success of the initiative.
Define the Learning Objectives
The learning objectives articulate the focus of the learning project in the context of the organisation's objectives. Well defined objectives should act as a guide towards measuring success.
